I had observed an issue with conversion of date time strings on some foreign computers. Skyline exports the date/time in the US format, but the microsoft libraries use the local formatting when converting, if I didn't specify the locale. I forced the conversion to happen using the US formatting, which fixed it for one European colleague, but a British one has had issues. It would be good to get your Skyline file to have a look, and also if you could let me know where you are located, so I can investigate some more.

Nick helped me with this error, and it should be fixed now. One of the reports that Expert Review needs was being created with the local culture date-time stamp, but the fix creates the culture invariant report. I pushed a new version of PRM Conductor to the Tool Store, 1.1.4389.10. Could you get this version and try, and let me know how it goes?
