Title»Settings UI should offer choices when a change is made that would break consistency

There are a number of places in our settings that we allow settings configurations that Skyline will ignore. Originally, this was done to avoid confusing settings change ordering dependencies. e.g. user much choose setting 1 on tab A before choosing setting 2 on tab B. However, it has become clear that this approach still leaves a lot of room for confusion, when a user feels like they have made a setting choice that is then ignored:

We could reduce this confusion by introducing message boxes that explain the dependency and the choices available to keep the settings consistent, and then only allow a choice that will maintain consistency, so that the settings never appear to contain a settings that is then ignored.
