It defaults to being off, which is counter intuitive. Needs to be expressed in the search import wizard too.

With the changes in branch Skyline/work/20190912_decruft_ims (PR 658) I think we can close this. Peptide import wizard now includes this setting when it detects ion mobility info in the spectral library, and the main UI for it has been moved from Peptide Settings to Transition Settings where it properly belongs, and is more likely to be looked at when the user is preparing to import results.
