Title»Library Explorer should show iRT information when it is present in a BLIB file

Milestone»24.2
Currently the spectral Spectral Library Explorer does not show the iRT values for peptides, in any way that I could find, when it is present in a BLIB file. Ideally, there would be some way to bring up the EditIrtCalcDlg on the iRT table in the library and even allow writing a new IRTDB file if they make a change, the way we do in the Peptide Settings form. This shouldn't be too much work, since it is already essentially what we do in Peptide Settings.

Another easy way to give a user some information on the iRT information we have in a BLIB file would be to show the iRT value for the peptide in the spectrum properties grid, ideally both the iRT value and whether or not it is an iRT standard.
