I think this problem might only be happening because this is the "Administrator Install" of Skyline.
The Skyline Administrator Installer puts Skyline in the C:\Program Files\Skyline folder.
The regular installer of Skyline installs in a folder under the "AppData" folder in your home directory.
Is there a reason that you are using the Skyline Administrator Installer?
The easiest thing to do to work around this problem might be to switch to the regular Skyline installer:

If you need to use the Administrator install of Skyline that you already have, then you might be able to get this to work by running Skyline itself as an administrator.
That is, on the Windows Start Menu, right click on the "Skyline" program and choose "Run as administrator".
Skyline is trying to copy some files into a folder under "C:\Program Files". Ordinarily, Skyline would not have permissions to do that, but when you tell Windows to run Skyline as an administrator, then Skyline will be able to do this.
