I have uploaded encyclopedia-1.12.31-executable.jar to this folder:
https://proteome.gs.washington.edu/~nicksh/ebru9679/
Which version of Windows are you using?
I suspect that you would get the same error downloading anything from the Bitbucket website.
You would probably be able to download the files that you need using a different computer or using your cell phone.

Dear Nick
I appreciate for the folder.
Yes, I could not download anything from Bitbucket website.
I tried five computers and 2 cell phones on- and off –campus and we use the latest version of internet explorer and other browsers.
In addition, I contacted with computer center of my university, they tried different TGF settings unfortunatelly we could not fix it.
The error message is here:
Can’t connect securely to this page.
This might be because the site uses outdated or unsafe TLS security settings.
If this keeps happening, try contacting the website’s owner. Your TLS security settings aren’t set to the defaults, which could also be causing this error.
Thank you very much for your help

Hi Ebru,
Like Nick, we're also having trouble recreating this error. What country are you trying this download from? What platforms are you using and what country are you trying the download from?
Thanks,
