Can you send us your Skyline document? I will take a look and tell you what is going on.
In Skyline you can use the menu item:
File > Share
to create a .zip file containing your Skyline document and supporting files including spectral libraries.
If that .zip file is less than 50MB you can attach it to this support request.

Thank you for uploading the file "Skyline_sp.zip".
I see that the spectral libraries in that document are actually .elib files created by the tool called EncyclopeDIA.
I am not sure that I understand your original question. What are you hoping to see?
There are a couple of different ways to make use of .elib files in Skyline.
One way is to use the menu item:
File > Import > Peptide Search
and on the first page of the Import Peptide Search wizard, select the radio button "Use Existing" and then browse for your .elib file.
The wizard will guide you through the steps of choosing a FASTA file, and extracting chromatograms from your raw files.
