You could probably find this suggestion elsewhere on the support board, but the first thing I suggest trying, in this case, is to paste the URL that failed to download into a web browser. It's on the last line of your log file.

Frequently, that solves the problem, which seems to be an issue between the setup.exe trying to download the URL and local security. Somehow standard browsers seem to be able to download it just fine, and that starts the installation.
