The solution is actually in the message:

System.IO.IOException: Failure attempting to load the window layout file X:\CYP project\Skyline data\SUS-CYP-PRM-CAL-1202-2018 v1.sky.view.
Rename or delete this file to restore the default layout.
Skyline may also need to be restarted.

Somehow the .sky.view file which persists the window layout and selection is failing to load. You can just move (or delete - after copying) this file and your .sky file should load without issue, other than losing the window layout and selection from the last time you saved.

If you can provide us the .sky.view file and then a .sky.zip from File > Share - Complete immediately after opening your file, we may be able to figure out what is going wrong and fix the issue for others in the future. Upload to:
