If you use View > Arrange Graphs > Grouped, you will see Sort order field at the bottom. If this is set to "Document", then the tabs will be placed in the order you have given to the document. You could also choose to order them by "Acquired time" for ordering by the time the files they contain were acquired or "Position", which essentially leaves them in their current order, which you may have arranged manually. The "correct order" is somewhat context dependent.
If you set the field to "Document" and click OK, then the tabs will be reordered, and after that document order will be the default for the other View > Arrange Graphs options. If you just want everything arranged in a single pane with tabs in document order, you can set the Group panes field to "1". Then the other choices (other than the Reversed checkbox) won't really matter, since they only apply when there are multiple panes.
Even if you chose some number of panes and didn't like the results, you would then be able to use View > Arrange Graphs > Tabbed to get back to a single tabbed pane, which would still be in document order.
Lots of flexibility. Hopefully, you can now get the layout you desire.
