The tool that we use for looking at spectra in all types of raw files is called "SeeMS.exe" and it gets installed when you install ProteoWizard for Windows.
You can install ProteoWizard from here:

SeeMS is able to show you spectra and chromatograms from the same types of files as Skyline can handle.
