Yes. You can use Skyline to build a spectral library from just the .pdresult files.
One way to do this would be to use the "File > Import > Peptide Search" menu item.
The first steps of the Import Peptide Search wizard guide you through building the spectral library from the .pdresult files.
Eventually the wizard will ask you where to find the .raw files, and, at that point, you can push the cancel button and your document will contain the spectral library that you built from your .pdresult files.
You can browse the spectral library using the "View > Spectral Libraries" menu item.
A different way to build a spectral library would be to use the "Settings > Peptide Settings" menu item and push the "Build" button on the "Library" tab of the Peptide Settings dialog.
