Importing DIA-NN results or any other results, like EncyclopeDIA or OpenSWATH, where we expect to use explicit peak boundaries in the Library, should not have decoy generation on by default, since we don't want to generate an mProphet model in this case. We just want to use the peaks from the tool and report its own q values.

On the FASTA page of the wizard, this option should be off by default when Library.UseExplicitPeakBounds is true (which it usually is) and the library has explicit peak boundaries to use.
