Title»Add ability to set a minimum and maximum when generating optimization values

A user on the support board suggested that it would be helpful to have a way to set a maximum CE value during CE optimization, because an instrument in use had an actual maximum which Skyline was not respecting and transition lists were being generated with CE values that caused a failure.

We currently avoid creating transitions with CE of zero or lower. We could add a min and max value control to the CE optimization edit form that could initially be empty, but if filled would be applied during transition list export.
