Title»Full-Scan graph no longer auto-scales the y-axis when clicking arrow buttons

I ran the TargetedMSMSTutorialTest until I could click on a point to bring up the Full-Scan graph. Then clicked the magnifying glass button to unzoom. When I click the arrow buttons in the toolbar after this, the y-axis remains stuck at its original value. This is not a terrible feature to allow with a right-click menu, but it is not great as the only option. Especially when changing to a more intense spectrum it can be frustrating that you can't even see the tops of the peaks.

Looks like this is broken in 21.2 also. I know I fixed some issues with y-axis scaling before, but apparently missed this one.
