Users have requested that we add the ability to keep only the precursor element with the maximum peak area from large sets of peptides which may have multiple charge states.

We should add a "Max precursor peak only" checkbox below "Max peptide peak rank" to support this feature, and a corresponding boolean value to RefinementSettings, and a --refine-max-precursor-only command-line argument.
