There are a couple of reasons that an annotation might not be editable.
If the annotation is not enabled for your document, then the Document Grid will not allow you to edit the annotation values. I suspect that is what is going on with the "pert_multiplicity" column in your screenshot where the entire column is grey. You can enable particular annotations by going to:
Settings > Document Settings > Annotations

Another thing is that annotations will be blank and uneditable if the object that the annotation belongs on does not exist. For instance, the Peptide Result for a particular peptide and replicate might not exist, which would lead to blank squares in the Document Grid that cannot be edited.

Also, if you check the checkbox that says "Pivot Isotope Label" on the Report Editor, then all of the cells in the report become uneditable.

If you think something else is going on, you should attach your Skyline document to this Issue. In Skyline you can use the menu item:
File > Share
to create a .zip file containing your Skyline document and supporting files including extracted chromatograms.

There also might be something weird going on with your report definition. You can use the menu item:
File > Export > Report > Edit List > (select a report) > Share
to create a .skyr file containing your report definition.
