In a meeting with Waters, I noticed that we have hard-coded linear equations between precursor m/z and CE for Waters TOF instruments, which we would normally store in the CollisionEnergyList where the coefficients in the equation would be customizable and new equations could be added, if new Waters instruments became available requiring different equations, as has happened with Thermo over the years.

Waters also wants us to pursue CE optimization for PRM on its TOF instruments, which will require an element in the CollisionEnergyList.

We should enable "Optimizing > Collision Energy" for more instrument method exports. This involves:
1. Contacting vendors for test data.
2. Updating ExportMethodDlg::UpdateInstrumentControls.
3. Making sure the CE actually gets exported, since in some cases hardcoded values or formulas are used (e.g. Thermo, Waters).
4. Putting in a check so that users do not use QQQ equation.
