Title»Shrink font before hiding dtop or idotp values on the Peak Areas graph

Milestone»3.1
We just got a post to the support board where someone was confused why they weren't seeing idotp values above the bars on the Peak Areas graph. The answer was that we hide them when the bars become too narrow. We should improve this to first shrink the font to some minimum size before we finally hide them, as this may be easier for people to get what is going on.
