The error that you are getting is: URLDownloadToCacheFile failed with HRESULT '-2146697208' When I google that error, people on the internet seem to say that you can fix this problem by going into Internet Explorer (or maybe Microsoft Edge) and changing some security setting related to trusted sites. I would recommend that you use Internet Explorer or Microsoft Edge, and you try going to this page: https://skyline.gs.washington.edu/software/Skyline-release-64_21_2/Skyline.application The browser might give you an error message which gives you a better idea what is going wrong.
